There is no structured institutional framework that encourages water reuse in most developing countries. This is aggravated by cultural influence on acceptability of water reuse especially for potable consumption.

Indeed! I suspect this ties in with lack of political will and non-existent infrastructure?

Thanks so much for your comment @Ndegwa11 - public acceptance, "yuck factor", political will, and available financing mechanisms are all major factors in centralized water reuse projects.

Have you seen any research on what drives cultural acceptance?
