Challenges:
1. Helping a poor country/region use its natural resources for its people/economy while also achieving conservation goals. We can't sit in US with our high standard of living and tell others they should leave resources alone -- we have to help them meet both needs.
2. Once an area is declared a reserve, the lack of legal services/monitoring, and the pull of local need for cash (corruption) trumps plans. We must incent locals to support, protect, and benefit from reserves.
3. Like in the U.S we are learning that services are cheaper and easier to provide in urban setting vs. scattered rural settings. How can we help "direct" development to appropriate areas and conserve others?
